According to the TFL website the Circle Line will be shut and the District Line will only be operating from High St Kensington down to Earl's Court, not towards Paddington.

Yes. It would mean getting the district line to Earls Court and then changing for the line to High Street Kensington. Alternatively, if you go in to Victoria, you can get a bus to High Street Kensington.

The 52 bus goes from outside Victoria Station to Kensington Church (the next street over from where town hall is - maybe 40 yards). There are about ten an hour, and they take about 20 minutes according to the timetable.

Meh **** that, been made awkward again....ill have to rethink my attendance over this, last time this happened and we got the 52 took over an hour to get back to victoria

Hmm. The punctuation isn't all that helpful. Am I misreading that, or does it only appear to be applying after 20:30 on Saturday? I'm not used to TfL statements, so I maybe totally misreading it
edit: Oh, what the hell. Let's just assume I'm totally misreading it and the entire Underground is FUBAR'd. Anyone know how much a taxi would be from Euston?

The punctuation isn't helping, but the after 20:30 on Saturday bit appears to only apply to the Wimbledon stretch. I wouldn't put your faith in rail replacement buses either.
If you don't fancy a taxi (an expensive option), you have two main choices:
1. The no 10 bus from outside Euston stops outside High Street Kensington. Slow, but direct.
2. Walk along to King's X. Get the Piccadilly Line to Knightsbridge. Then walk round the corner from there to High Street Kensington. Much quicker (say 20 minutes vs best part of an hour on the bus...).
I'm coming via King's X and I'm planning to do the tube to Knightsbridge. If you're not comfortable with the route, PM me. We can meet up at King's X and travel together (assuming you're coming down first thing).

Every weekend for the last 2 years the same section has been closed, so its not really that suprising. Its because they are trying to redo all the oldest parts of the circle line which has the knock on effect of taking out that end of the district line.

Last time this happened, the bus from King's Cross to High Street Kensington in the morning turned out to be really quite good. Not quite as fast as the tube, but fast enough, cheap, and with some sight-seeing thrown in for good measure.
So I thought "fine"... And the bus back in the evening proved to be ... a bit of a nightmare, really. I ended up bussing half the way and get a tube the rest, after a lengthy wait for something better that never materialised.
But there are buses, and sometimes they work fine.

I know the suspension of some of the tube lines might seem like a big deal to people who don't live here, but it's really not. Honest!
If you can get to Earl's Court, you can take a District Line train to High Street Kensington. The District Line will run from Victoria to Earl's Court. That whole journey should take no more than 20 minutes.
If you can get to the Central Line (Piccadilly Line or Victoria Line from King's Cross) you can head to Notting Hill Gate and walk (or get a bus) down to Kensington High Street. It's about a ten-minute walk.
Coming from Paddington would be a bit more annoying, I guess. You can get a bus or, if you're feeling brave (and have a map), you could walk it in about half an hour.
I've worked in Kensington & Chelsea for ten years. I lived in Notting Hill Gate for a couple of those years and worked on Kensington High Street for a few. I've been to the Town Hall numerous times. You can trust me :p
Treat it like an adventure! You won't get any experience points for staying at home!

Oh! And use Transport for London's Journey Planner. It's really very useful. In addition to tube information it will give you maps of how to get from the tube station to the right bus stop for where you want to go or the quickest walking route to your destination.

Three of us are travelling down from Glasgow. Were staying in a budget (shithole) near crystal palace. I think this is the best rail route:
Gipsy Hill (Take the [southern ] Sutton to London Victoria via Crystal Palace train) zone: 3
Clapham Junction (Take the [southern ] Clapham Junction to Watford Junction train) zone: 2
Kensington (Olympia) zone: 2
Time: 30 mins 1 change, zones 2 to 3
Will this journey be effected by aforementioned maintenance tomfoolery?
