Name the sci-fi film ?

Not a quiz, more a request, as somebody on here is bound to remember this film, even from this vague description:

Sci Fi film, probably saw it first in the late 70s / early 80s on TV. some guy escaping, being chased by androids ( guys in suits and crash helmets I think) , that are being monitored through a control room. The main character ends up legging it down a tunnel, and climbs a ladder..... goes through the manhole..... and just as he is about to escape, one of the android grabs his leg, or is just about to....but the cost of the pursuit has gone over-budget by 10% or something, and the pursuit is called off.

This had really been bugging me now for weeks, anyone know the film ?
